Background Highlights

Ms. Carlburg has more than 20 years of experience in business litigation representing clients in disputes over zoning and development rights, stakeholders in a constitutional challenge to an ordinance limiting multi-family development, major school districts in challenges to county-approved school district annexations, and multiple mobile home park owners whose properties were subject to local rent control. She conducted the Legal and Financial Audit, and prepared the published Report, on the Financial Relationships Between the City of Pasadena and the Tournament of Roses Association. She also represented the cable franchise for the City of Pasadena, negotiated the franchise agreement with the City, and represented a chain of vocational schools in a 6- week arbitration over a commercial loan agreement and partnership dispute.

In collaboration with civil rights attorneys, acting in Pro Bono Publico, Ms. Carlburg litigated 1) a constitutional challenge to an at-large election system, and 2) a challenge to the unconstitutional police surveillance of political activists.

For 20 years, Ms. Carlburg served on the Board of Directors of Wesco Financial Corporation, a Berkshire Hathaway Company. For 18 of those years, she chaired Wesco's Audit Committee. In that capacity, she was responsible for the implementation of the Sarbanes Oxley Act. In her final year, she chaired the Special Committee tasked with the merger of Berkshire Hathaway and Wesco.
